Cockatiels manipulating other pets.

I've trained my two cats to run into there carriers when I whistle for them. In case of emergency where I have to bug out fast. When I whistle for them they expect to find tuna in the back of there carriers. Unfortunately my cockatiels have noticed the association and have started to mimic my whistle and get my puddies to run into there carriers. Are all parrots this devious an manipulative?
