Conure Picking On Me

My Sun Conure will come to meet me when I approach its cage and will reach out to my hand with its beak. If I give it my hand, it will start picking at my fingers and hand and it looks like he is licking me. Sometimes it will pull a hair and that hurts a little but does not bother me. Sometimes it will also apply too much pressure and will feel more like a bite but I really think it is accidental. His this all good behavior that shows the bird likes me? It will also at times bob its head up and down and make a gurgling sound. Is it trying to regurgitate which I heard is the ultimate birdie complement?

I read somewhere that if they regurgitate on you it means they chose you as its mate. I read that when they do this, try to distract them with something else because you shouldn't encourage this behavior
