I like the playtop on the second one, but bigger cage is better than a play top.
 
Get the biggest cage you can afford.
Eckies like to move around a lot and climb on the inside and outside of their cages.
I have a open top, I do not open it, I got it because of the extra room with the top side porch that opens. I also have a play stand next to her cage that she loves..

I say go for the biggest cage you can with a nice playtop. The toys and dishes on top make it super convenient for leaving your bird out and setting up treats. Anything powder coated, large, with proper width of bars will be great! I use westimporter on Ebay, he has amazing deals on cages.
