Eclectus does figure eight with his head

Hello Guys,
One of my Eclectuses sometimes turns his neck in a way that it looks like he is doing figure eight with his head. Usually he does it when he is either excited or frustrated with something. If I call him a good boy while he is doing it, it encourages him to do it even faster. I can't find any information about this behavior online. I have two males, but only one of them is doing it. I bought him when he was already two years old from a lady who also could not figure out why he does it. I would love to know what this body language could mean.
 
My galah does this when she is getting stressed, but many people have birds who do it when their happy.
