Looks like a pair of budgies/budgerigars/parakeets.

What was the reason for leaving them in a dark hallway for a week? Were they still receiving care/food/water during this time?

Birds do not do well with hot rooms- what is the temperature? They can overheat fairly quickly, so you need to lower the temp of the room or move them to a cooler room.

If they're fluffed up as you describe, they're most likely sick and need vet care ASAP (from a certified avian vet).

Birds do not do well in hot environments, actually, temperatures above 80 degrees F (26.6 C) can stress a parrot's body.....if your girl friend is going to keep the birds in this hall, she should at least provide a fan to move the air around these birds, then the next problem to address would be light for the birds.....

Good luck.....

the temperature is normal, it dont look that fluffed its more like looking bigger than the other one, my biggest concern is that its head is constantly turned backward, i dont think i can find a vet that will know whats going on with the bird

i read vitamin d like in humans is not produced in high enough doses when the birds are not exposed to direct sunlight could that be the problem and is calcium rich food going to help the parrot

If it's head is constantly turned backwards like it is in the picture, then it's not feeling well- do you have an avian vet in the area? I would suggest at least calling them to get professional advice.

What is the temperature of the area they're in? You originally said "quite hot" and now you say "normal"...as Weco suggested, at least get some fans blowing so there is some air movement, but don't let the fans blow directly AT them.

Have the birds been eating for the past week? Have they had fresh and clean water? And why were they in the dark for a week? This could be both medical AND psychological. Parrots are very sensitive, even budgies. How would SHE like to be "stuck in a dark hallway for a week"? Would she feel very happy and active after that?

Well definitely don't try to "make up" by putting the birds in direct sunlight for prolonged periods of time. If your gf pulling stunts like this, try to convince her to relinquish the birds to someone else...or you. Birds shouldn't be left in a dark anything for any period of time. Honestly, I'm disgusted by this, but glad you are concerned about their lives. Try to get control of this situation.
