Help! Cockatiel panics when out of cage

Hi everyone

My female cockatiel does get scared or panicked when she's on the ground or roaming around the room (her cage is in a high place). So when she flies down on the ground she becomes skinny and calls her mate and she seems panicking from something. After flying down, she tries to find a corner to relax. But when I try to get close to her she hisses and tries to run away. By the way, when I train her on top of her cage, she kisses me, and im teaching her to stretch her wings, and she tries to be near me always. But on any other place shes like a different bird. Even I can rub her head on her cage, but in a different place, she freaks out when i try to rub her head. Why is that?
 
She probably sees her cage and her mate as a 'safety zone', and once out of it, she doesn't know how to react.

Does it help any to move the cage around?

Well, I don't want the cage to be on the ground, which is very low. Maybe I should buy a small ladder :) .

But can I make her tamed that she can act the same at all places without being panicked?
 
You can, but it does take a bit of time for her to warm up to new things from the sounds of it. What if her mate was moved first? Would it help her feel any more comfortable?
