Help with step up ( Charlie )

Charlie is an older 20ish Amazon that is missing her entire left wing.
She is also scared of sticks or just doesn't like them. I am needing to get her to step up so I can transport her more easily ( getting her in the carrier to go to the vet or getting her out of her cage so I can clean it things like that)
she will step up on the stick if she is already on the floor but then hops right back off. I am concerned because she will try and fly if she gets nervous or startled and being that she is missing a wing she just belly flops to the floor.
so as I am working with her getting use to being on the stick and higher off the floor she could very easily get hurt if she panics... so far I have had no choice but to towel her to get her form point a to point b and I know that isn't helping our "bonding"
 
Is she food motivated at all?
you could start on the floor, get her to step up and raise a little bit at a time, every time giving her a treat. Keep training sessions short, but often and hopefully she will understand being on a stick and carried gets treats and praises.
 
oh and.if you.could lay down some.foam cushions or bedding that might help if she does panick.
 
It also helps to keep your face at her level, no matter where that level is.
 
What about using a thick rope perch and holding the ends together? Kind of rain drop shaped, or a bent "U".

What about making "table top" perches (something like below) with varying heights? Set it down on the ground and just get her used to climbing up and down on it. Once she's comfortable with that, then teaching her to station/stay put?
