Humidity Question

I've been replacing the filters in my humidifier like crazy, and at $20 a pop I decided just to get a new humidifier. The problem is with the water in my apartment, it has lots of that white mineral whatever it is in it, so clogs up the filters way too fast and then it doesn't work. My apartment was at 20% max running it on highest setting.

So I bought a new one, it doesn't have filters so it literally just sends the stream right out (visible) in the air. Used it over the weekend and managed to get it back up to 35-40%. Keep in mind it's still Winter where I live so 50% is impossible and would have the windows dripping all day long.

My question is, is it safe to have it so close to Jasper's cage? It's on the side table beside him as seen in this picture (hard to judge distance I know, but I'm at work and screenshotting my Skype call!) The table is very close, the edge about 10" away or so. I had the other one in the same location (last year/this year) but since this one seems more 'intense' I wanted to know! For all I know he feels like he's in a tropical rainforest somewhere haha

I have it pointed outwards (not towards the cage). Is it ok here?
 
Not knowledgeable enough to know if it's safe beside him but I do know that minerals in the water wreck havoc on humidifiers even the non-filtered ones. I've been using distilled water which is turning out to be about 300 a month a this point. Not sustainable My next purchase is a water purifier that can remove some of those impurities.

I'm curious about the proximity of the humidifier as well.
