Hmmm - The bottom of the claw (the Pads) close to the center maybe a bit flatter than normal. Really hard to tell.
The pink skin below the nail could be new surface skin replacing the outer (darker) skin. Or, the area has been injured and could be swelling resulting in the pink coloration.
Does your Parrot limit use of that claw?
Is that area warmer than the other claws?
Avian care by photo is very difficult as very specific views are required to see the area from different angles.
If the answer to the above questions is yes, you need to take your Parrot to an Avian Professional.
Is he getting enough baths? My birds feet get dry if they don't stand in water for bath. Humidity is low here, how is it in your house?
If you can get him to stand in warm water with two drops if betadine it will go clean it, help prevent infection.
Even just having him stand in some water his feet look very dry.
Are Mr Chips perches of natural , varying diameter sections of branches? Wooden dowels are the worst thing for parrot feet, as there is no variation, and often too small a diameter for the birds foot. Bird feets dont get a break, like mammals feet do, so good care of their feet is important. Good that your paying attention to Mr Chips.
