Is my baby sun conure develop it's head feathers?

Hello..
I have a 4 - 4,5 week sun conure that its being hand feeding 4 times a day... i took it last week... the behavor seems alright, its eatining, sleeping, and starts to play around and flapping its wings. I also see difference on its body feathers but its head is still empty...
I see pictures on the internet and all the baby conures got feathers on the head...
Is it normal for this to happen on some birds? Is it going to grow all of its feathes?? Please let me know because i start to concern..
P.s. i attached pictures of when i first got it and now..:confused:

Your baby was probably plucked/over-preened by one, or both, parents prior to being pulled for hand feeding.


The feathers may grow back soon, or if the feathers were simply snipped off, you'll have to wait for those feathers to be molted before they grow back. (kind of like plucking a hair out vs cutting it - although not really accurate)
 
Dispute that he looks awfully sweet!
 
He's adorable! I love how baby birds look like little cotton balls. lol.
