I assume you mean either the feather on his wing or the few clumped together on his face?
the one on the wing just looks like a little bit of stress bars, normal if he's a new bird or something changed recently
the white bit on his face just looks like a bit of his food got stuck to him (messy bird!)

Can see a small clump of pin feathers, ie feathers just poking through in their skin sheath. Is this what you mean? If so, all normal!
