Leg Band ID help

I recently bought a moustached parakeet and was trying to find info on her age, breeder etc. The guy I bought her from was obviously not her first owner and he told me she was 18 months but she appears to be older than that. Are there ways of tracing leg bands by breeder?

I don't really know much but I've heard it might be possible. It might help if you post the info that is on the leg band
