Are you sure it's 3 weeks old? At that age they're laying down most of the time. They do start to move around and wanting to climb upwards so it's nothing unusual. They lift their wings to prepare to fledge and exercise. The Quaker I used to have started talking to me at 5 weeks old still being hand fed. He said his first word to me "Hello" and I baffled for second. Then he said it again while I was watching him. It totally shocked me....Unfortunately he passed away at 7 years old from a horrifying accident 6 years ago as he would of been 13 right now....
