Make cockatiel rubbing toys around neck?

Rescued my male cockatiel just under six months ago, ever since we got him he has always rubbed two particular toys around his neck whilst making a weird humming chirp? Can anyone tell me why he’s doing this please?

To me, it looks like your cockatiel is hormonal from that pic.
Are you sure it’s a male? Females will go under toys as it stimulates a breeding response.
I would replace the toys your bird interacts with that way with other toys it can destroy, softer materials, like balsa, yucca, sola, or thin cut pine.

Sounds like hormones to me. I usually move toys or swap them about every three to four weeks. This way, my bird doesn't get bored with them. If he is rubbing the back of his neck on the toy, it could be a sign that he hormonal. Usually during hormone time, you want to limit the amount of daylight along with petting him. Usually showing affection to your bird will make them even more hormonal, that is what I experienced with my cockatiels.
