Manicure = Progress?

Ziggy is afraid of my hands if I put my hand out like for a step up and he runs. However, now if I put my hand out to his side I get a manicure. I'm guessing this is actually progress. But where do I go from here? I move my hand near his feet and he runs.

I think positive reinforcement can really be used here. Do you know what treats Ziggy enjoys? I would reward him every time he lets you get close to his feet. Also, you can reward him when he displays other good behaviors as well.
