moment to start to teach parrot to talk

dear all, i just want to know when i could start to teach my parrot to talk.
because my parrot is not completely tamed, he don't wanna come to me, but can eat sunflower seeds from my hand. can i teach him to talk now? or i should wait until he get totally tamed?
 
Unless you have some specific program of training him to talk, you should be talking to your bird all the time from minute one. It will mimic you when it feels comfortable enough, and wants to become part of your world, and feels that using the sounds that you make will help accomplish that. These creatures will not do anything just to please you (like dogs) until they decide that they want to bond, and identify, with you, and be a member of your flock. Some of the best talkers I have known were cared for like children, and talked to constantly. Clearly, repeatedly, and purposefully.
 
Talk to your bird constantly 24/7
They absorb all the words but may only say them in a few days, months or even years.
Say the words clearly and slowly exactly like you would like your bird to say them.
Start off slowly with simple words, turning them into sentences.
When your bird begins saying one word, add another, making sure your bird understands what he is saying.
It takes hours and hours, repeating them over and over again and again
