My budgie‘s cere isn’t changing color

My 2 year old male budgie‘s cere has stayed the same pink/purple color since i got him, but on the internet it says it should turn dark blue? Is this normal?

Yup, he's a recessive pied, his cere will always be that way! If you look at my siggy, Pepper is also a recessive pied, 1 year old. You can see that his cere is pink as well.

Yes totally normal for pied budgies. Some budgies keep pink for their whole life. Nothing to be concerned about.
