My conure is fussy when I put him to sleep

My 1 year old conure likes to be fussy when I put him down to go to sleep then after 5 minutes he finally quites down why is that?

What exactly do you mean, he is "fussy"? It's most likely that he is just settling down for sleep in his own way, and if he isn't disturbing anyone by doing that then just let him.
