New bird sitting on the wall of the cage

I adopted a cockatiel yesterday. He hasn't eaten yet and barely moved around the cage, but started chirping, so I think he's calmed down? So, today morning i found him sitting on the wall of the cage, and he didn't sit down for almost 15 minutes. What does this mean? Does he want to get out of the cage? If so, i don't think i should let him out yet. But what do i do?
 
Very typical behavior, can you share more information of age and background? Birds acclimate over several weeks to a month or more, gradually settling in and learning to trust and bond. Is he flighted or clipped wings? You'll want to give him time to feel comfortable before letting out of cage, but don't want a wild first flight attempting escape. Ensure all doors to outside shut, windows closed and preferably covered - many birds don't recognize glass as barrier.

If your bird was represented as tame and willing to be handled, your job will be much easier!
