New bird wants out of cage?

Okay so you guys may have seen me post a few times about my new lovebird that I ordered from a breeder and he's fine now I'm not worried about him at all he has really come out of his shell recently so I'm happy about that.
He's still a little nervous with my hand being by the cage and when I go into his cage to move his water and food he's nervous and will sometimes fly away and sometimes sit on his perch and watch to see if he needs to fly off. However, recently he has been like scratching at the clear part of the vision cage (I guess he doesn't realize it's plastic) and crawling around the sides of the cage and staring at me as if he wants me to let him out. He's not tame at all though so I'm confused bc he's still scared of me. He has toys in there but he hasn't touched any of them at all. One time he grabbed at a bell with his beak but it's only bc he was trying to get something off his beak.
Advice? I don't want him to always want out of his cage except of course when he's tame and I'm home. Also general advice on taming would be good. I keep seeing things saying you should hold your hand outside his character for 15 minutes but how the hell does anyone do that???? my hand gets tired after 30 seconds.

update: I've been sitting by the cage to keep him company and talking to him and I decided to see if he'd eat some millet if I held it through the bars and he ate it right out of my fingers so I've been doing that but he's scared if I hold my hand against the side of the cage??? How should I use that for taming?

My lovie Cora isnt tame and will still bite me when i feed her. She comes out alot. I let her out pretty much all day. She returns ti her cage at night on her own. My keets sky and rose too.

Out if cage time is important. However i will add that in case of emergency i will have a problem if i need to catch them quickly.

Personally, when I was taming my budgie, I used millet as a reward. I would make him come up on my hand to eat the millet. So if he wanted the millet that badly, he'd have to get used to my hand to get to it. I also used millet like this to teach him to come when called.

Also, out of cage time is very important. But I would make sure if you are going to let him out that the room is bird proof, since you can't really expect him to come to your hand and let you put him away when you want to. Maybe do it before the time you usually put him to bed, because then he'll go back when he's tired?
