New three month old IRN need advice

I have always had birds. Parakeets, and cockatiels. This isn't first IRN. I understand feeding and care. But this little was abused by his ( I hope it's a boy)Bird family pecked him really bad, due to the breeder leaving the two babies too long in the nest. My baby was clipped when I got him, and his feathers on his head are growing back. He is a biter. And very scared. I was hoping for some advice on how to acclamate him to me, and best techniques in getting him calmed down. I tried forcing him out of the cage once out, and cuddled against my chest, he calms down, but bows his head down and cuddles tight. I am not sure this is the way to go. So I could really use some help.

Though, I must say, I wouldn’t recommend forcing interaction with him as this will only make him more fearful.
I would try feeding him treats that he likes, try a designated treat bowl and drop a treat in each time you come into the room so that he begins to associate you with good things.
