How long has his poop been like this? Basically there are 3 parts to bird poop: fecal matter (the solid brown/green part), crystalline urine or the urates (white, chalky part), and the non-crystalline urine (clear liquid). The urates are the chalky, white solids, and they are basically nitrogenous waste that is excreted by the urinary system.
If your bird has had more than usual to drink, eaten a lot of fruit (lots of water), or increased his liquid intake in any way then the white urates will be diluted by an increase in the output of the clear liquid urine, which is what it sounds like your bird has going on.
If this is only a short-term thing then I wouldn't worry, it means your bird is well hydrated and just had a higher than average fluid intake. But if his poop stays that way with little to no urates being excreted or a very high amount of liquid urine excreted and diluting the urates, like for over a week or more, then you'll want to get him and a fresh fecal sample to an avian vet to get checked out. But it's probably just that he either drank a lot or he ate more fruit than usual.
