Well not exactly.

My grocery store has started offering (make that selling) the old fashioned paper bags at checkout.

The more things change the more they stay the same.

I have been using the reusable shopping bags for years now but here is the real question.

Would there be anything wrong with using a paper grocery bag on the bottom of my birds cages?

At 5 or even 10 cents a bag it would be cheaper than using newspaper.
A newspaper is a dollar per and that only covers two cages.
The local paper isn’t the New York Times LOL.

It would be fine! It's just plain brown paper.
I wish I had some use for the dozens of reusable bags I have accumulated over the years. I prefer paper bags now. They are biodegradable unlike those reusable but unneeded bags I have way too many of.
