Parakeet Handling/Bonding

So I have had my parakeet for about a month and he readily perches on my finger in his cage but he only stays there for a few seconds before he flutters of.
I made my bathroom bird proof and everyday I take him out but he immediately flutters back to his cage and not always inside it mainly on the outside and he won't move. He doesn't bite or make a ton of noise. And when I remove the cage from the bathroom he won't stay on my finger for more than ten seconds. What do you guys think I should do?

Oh and I forgot to mention I clipped his wings two days after I got him.
 
I don't mean to sound rude but why won't anybody help me?

Well I'm no expert but ill offer my two cents anyway. How old is he and was he parent raised or hand raised? He flutters off because as far as I can guess he has no reason to stay. Maybe try target training and reward him his favourite treat only when he is on you. I'm guessing you haven't had it long either so maybe he just needs time to trust you.

The store said he was around 8 months old. He won't take anything from my hand even millet and apples.
 
definitely parent-raised, but I wouldn't let that discourage you, patience is the key, sit next to his cage and talk to him, make sure he's in the room you are, even when watching tv, eating meals, etc, give him the time to trust you
 
Thanks, I always sit and talk with him. Also He lives in my room so he gots a lot of socialization.
 
Here's a good website for steps on how to tame budgies it worked on my budgies so now they eat from my hand and let me pet them
