POV is a serious illness and can be present in any bird even if they do not display symptoms of illness. It normally affects fledglings but can be present in the adults as a carrier and only pass it on to other chicks.
Your avian vet cannot determine if your bird has POV since the virus is shed periodically and the bird would have to be tested exactly when the virus is present.
It is normally given to birds if they are breeders or if the owner has a suspicion one of their birds is a carrier. As a safeguard and if you can afford it, it will not hurt to have Oliver innoculated, but not really necessary unless you plan to bring other birds in or you intend to breed.
None of mine have been given this vaccine, but I do not intend to allow them to breed. Keeping their cages, food bowls, water bowls, toys and perches clean should eliminate any possibility of your bird contracting this virus. If you regularly allow your bird to interact with other birds, such as a friends birds or you take them out in the public where they can be exposed to the droppings of pigeons, etc, then by all means take the precautionary step and get the vaccine.
