Preening question

I was just wondering if my conure is over preening. He is a content bird and has over 13 toys in his cage as well as lots of time outside of cage daily. I just didn’t know and wanted to get other opinions. We have a vet appointment for next week. He has chop, and pellets, grains and legumes, and rarely fruit. Here’s his picture of him and cage

Feathers look great as far as I. An see. Hard to tell if snipping chest feathers? Have to see a different pic to tell
Parrots do lots of normal feather maintenance. Mine preen shortly after I get them out, and off and on all day
