Problem with lovebird

I have a lovebird with a problem and am looking for help.
When I bought him a few months ago he had been picking his belly feathers, I took him to the vet for a check and was told that it's just due to his previously stressful environment.

Now it's a few months later and he has still been picking, I've noticed over the last few days that he's been a little fluffed up and not as perky looking. I took him to the vet again who said that it's just the change of seasons but I don't agree.
The only other difference is that he has these yellowish bumpy spots by his left eye and a patch under his one leg. His cage mate is 100% and they have not been exposed to any other birds for 3 months. I see no visible mites.

I've attached a photos, the lumpy part is to the back on the white ring, and it's difficult to see but the other spot is under his leg.
Any ideas on what I can do at home since the vet seems to think it's perfectly fine?

Did you take him/her to an avian vet? Most regular vets cant really treat fids properly.
 
Did the vet perform any tests? If yes, what tests?
 
are you sure this is an avian certified vet? Your ordinary dog and cat vet knows less than yourself when it comes to parrots. You need to get to a Certified Avian Vet and they should perform gram stains and potentially a blood test
 
Seek a second opinion. You bird looks sick and a Certified Avian Vet will be bale to help determine the problem. Where are you located?

Its mostly due to calcium deficiency and stress
