Just to clarify, a Quaker Parrot, Quaker Parakeet, Monk Parakeet, etc. are all the same exact thing No reason to make it more complicated than it is...
There are dozens and dozens of different species of parrots that are members of the "Parakeet" family, and Quaker Parrots are only one of them, but they are a part of the Parakeet family...The common way that the word "Parakeet" is used in the United States is to describe an American Budgie, which is a member of the Parakeet family, but only one of many. We've just started using the word "Parakeet" in the US to describe the common American Budgie, for whatever reason...But the American Budgie, English Budgie, the Quaker, the Canary Wing Parakeet/BeeBee Parrot, the Moustache Parakeet, the Princess of Wales Parrot/Parakeet, Lineolated Parakeet, all of the different sub-species of Bourke Parakeets, the Grass Parakeet, etc., I could go on and on and on, they are all members of the Parakeet family, AND THEY ARE ALL SPECIES OF PARROTS/PSITTACINES!!!!
Most people don't think that Budgies/American Parakeets are actually a species of Parrot (a lot of people don't think that Cockatiels are Parrots either), but they are. And they aren't even the smallest Parrot species, that would be the Pacific Parrotlet. All parrots, and all posses the intelligence of a 2-3 year-old human child, and they all use logic and reasoning skills, and have better memories than we do.
