Quinny is almost a year old. If he hasn't talked now, will he ever?

Just what the title says! I just adopted him and he was hatched on Christmas Eve. He's showing signs that he's a male, I know it can take up to 3 years for the black ring to show.. but I want to hear from personal owners when your bird started talking or if your bird never talked at all.
