Ring On Both Budgie's Legs?

Parrots
2 budgies, one white, and one green and yellow. The white one is Snow, and the green and yellow one is Apple.
I have 2 pet parakeets and I noticed that both of them had a ring on their foot. I read Apple's ring, and it said BBF 4080. Any help?
