my cockatiel Jake does something similar to a bell that hangs off the bottom of one of his toys. he has several bells but this one in particular, he likes to come up under it and wear it like a hat 
he closes his eyes and moves his head around so the bell 'pets' him while making a very soft, high pitched squeaking sound. he wont let me pet his head but this behavior makes me think that head petting is something he likes, just not from me. :/

Hehe.. I'm sure he wants some scritches but not from me... :52:
He is probably asking his cage mate Scout for some lovin. Cause when I come over to touch him he gets angry at me.. HAHA...
I have seen him bend his head down like that and start whistling next to Scout so that's what i'm assuming. I could be wrong though.
