Rio (Yellow sided conure) sadly no longer with us
what country are you in? Some countries have poor vets but there can be 1 or 2 Avian Certified vets who can actually help.

To put simply he needs medical help NOW if he's lost use of his eye and is smelling, and that may mean having to go quite far to get a vet who is trained to deal with birds or even finding a Vet who can help via email.

It sounds like he may have PBFD with the feather loss on top of his head which is a serious condition.

Hopefully others here will be able to offer a vet who can help via email or even have an idea of a medicine that will help

Yeah, this isn't anything that you're going to be able to help with, as he most-likely has some type of Fungal or Bacterial infection, especially if you say he "has a bad odor", that's a sign of infection, typically Fungal/Yeast, but you need to find a Certified Avian Vet to do a Fecal-Culture/Gram-Stain to properly diagnose what is going on and then prescribe the correct medication...The eye issues may be related to the same infection/virus or issue, or that may be a totally separate issue, and the feathers on his head are probably related to the eye issue, as that sounds like another infection in his sinuses/eyes/ears etc....Or he may have a serious Avian Viral infection/disease that is causing all of these symptoms...He needs blood work and Cultures taken.

A year is far too long for a bird to suffer with an illness, and he probably won't last much longer this way, I'm surprised that he's still eating and drinking after this long...There are a lot of good Avian Vets in countries that people aren't aware of, so if you let us know where you live we can help you find the closest one to you...
