Social but Agressive

Hi, it have rescued a plum headed male parrot.

He does not have any other birds with him but he is always with someone. If you go near him he will try to bite but if you let him be he will start screaming. If you release him from the cage, he will fly about. If he lands on you, he will bite. Why is this?!

Was he abused? Why not take things more slowly like sitting outside his cage and just softly speaking to him. Don't try to handle him just yet. Also with my male U2 I had to invest in ear plugs to ignore his screams. If I gave him any attention it would just make that behavior worse.
