Something growing out of my cockatoo’s foot.

He’s had this for years but we’re had to stop him from picking at a wound so he’s wearing a cone. He can’t maintain it anymore so it keeps growing and I tried to look at it but it hurts him and he pulls away. Does anyone know what that is?

looks kinda like a horn wart type thing... nail looks long and is he missing feathers? Possibly beak and feather virus, or a more simple papilloma virus or other. Definitely an avian veterinarian check up needed.
