Straw wreath, ways to make it safer?

This wreath from michaels crafts has the potential of being a good toy. My daughter got a few at a yard sale, 50 cents-new! Brought them home for JoJo. Appears to be untreated and sitting on the counter, JoJo is beginning to want to kill it. One BIG problem, it is wraped with monofilament! I know there is no way I can put this in jojo's cage! Any thoughts on replacing the 'fishing' string with something that will hold it together and be safe, or, am I looking at a Funtime toy only under adult supervision? If so, I will have to bring someone in-- only young once, immature forever!

You could use corn husk strips to hold it together, as well as dragon-tree leaves, raffia, cotton rope, or hemp twine. Lots of stuff out there...raffia would probably look more blended in.
