Budgie's do go more often, but you can save yourself the toiletry run April was describing by getting a training stand. That's what I do with my eclectus. He's larger, yes, but same concept applies. If we're sitting watching tv, I don't want to get up with him every 12 - 45 minutes (Bixby is ridiculously random!) for a bathroom run. So, when he needs to go, he just flies over to the training stand, does his thing, and then flies back to me. (Mostly. Lol!)
And if your budgie is clipped, no worries. Just keep the training stand right next to you. Once he's trained, you'll recognize the signs and place him on the perch. No biggie.
