Turtle hates Emma.

Turtle (my conure) hates Emma (my cockatiel). They're both rather young, will this or can this change?

When you say "hate" what do you mean by that? You are, possibly, attributing the human emotion of "hate" instead of saying Turtle is trying to dominate Emma? Remember that birds are flock animals; and, as such, there is a hierarchy in a flock - the strongest member gets to eat first, gets the best nesting site, and gets to reproduce ... is it possible that this is what you are seeing - that Turtle is trying to establish himself/herself as flock leader? If it is, then, yes, it can change, because YOU have to be seen as the flock leader! If you ascertain your position as number one in the flock and Turtle is relegated as subordinate then, yes, it will change.

She attacks her. She goes after her, wings up, screaming and mouth wide for a bite.

Mango does the same with Tango. I dont know if the fact that they are different genders (Mango-female, Tango- male). I havent found any way to resolve this. How do you get them to know you are flock leader.
