What type of conure is this was told he's a wagler but also saw he could be a mitred he's 3 previous owner had no clue he's 15 in and chunky talks well

It doesn't look like a Wagler's at all to me, so I'd say Mitred.

Their are subspecies of the mitred that do not have the red mottling.
There are also going to be hybrids out there, probably not a lot, but they're most certainly out there.

I have seen plenty of mitreds with just this smaller cap of red so I am going to say mitred as well. My favorite conure by the way.
