What mutation is this quacker?

I was in a bird park and stumbled open this quacker..

I was wondering what mutation it is..
The flight feathers are blue-ish (you can see them in the last photo)
And its colors are a lime-yellowish green
 
You should ask laurasea I think she has a Quaker like that.
 
It looks like a pallid green I think
 
pallid green looks a little cold, young, and a little under weight...and dry extra scale looking feet need more veggies in diet probably low on vitamin A...ok just can't help myself I'm a mamma quaker lol

Readers if your parrot beak is flaking a lot and legs seem dry and rough, need a better diet. Some beak flakes are normal but if you see lots of flaking and peeling its diet related
My girl is a normal green and I have a blue and Lutino

Yeah it was pretty cold
The owners didnt care about their birds at all 😕
Most of them were plucking and some have over grown beaks and no nails
All of them are incredibly under weight
All they get are a couple of seeds that only the visitors give
Im never going there agian

Open to education? Probably not, us humans .......

Parrots are beautiful and fascinating, people want to connections to them. So why can't they provide healthy food and care....

parrots pluck, I won't judge on that as we don't know the back story.

Look like the birds like people, so its like many things complicated .....maybe not best diet or care , but maybe they are loved in their own way. They have friends they get to be outside s
 
Not all of them
Most of them are scared and the owners threaten the birds with a stick when they bite lunge or all that
And not all of them get along

i would be worried about hawks grabbing the birds!

Aha! I was very confused by your profile and thought you were a fan of Cthulhu and the Lovecraftian mythos. I did some exploring on the internet…Riyadh is in Saudi Arabia. R’lyeh is the sunken city where “great Cthulhu and his hordes lay hidden in green slimy vaults”. Funny how my mind works. 🤔
