I have a few questions to ask:
1) is she/he loud or quiet? Females tend to be quiet, when they do they tend to screech, whilst the males sing, chirp and whistle etc
2) How does he/she act in front of a mirror? Males will be entertained by it, females don't really bother with it.
3) has he/she molted at all since you have had her/him? If they have molted their feathers it means they are out of juvenile stage (6-12 months old)
4) does she/he seem territorial? holds her/his chest out? wings back? Males do this.
5) does he/she hiss a lot? Females tend to do this as the males are more adventurous and lovable.
I believe that is a male cockatiel, male cockatiels tend to have yellow strands of feathers going through their orange cheeks (the circle on the face lol)
whilst females have grey feathers going through. All female and juveniles, have a striped pattern referred to as barring. They may be difficult to see on Lutino cockatiels - but they are there. Barring is easiest to see with the bird facing you, with bright light behind.
I would say though that he look about a year old.
Though, you are doing a good job, he/she is sitting on your hand, it shows it is starting to trust you, just got to keep up the hard work, more work you put into it, the more they will be tame.
