Chewing Cud? Sick? Making Friends?

Icarus the Moustached Parakeet, Smudge, Pudge (RIP), and Floki the Budgies
As I type this I'm watching my Mustache Parakeet Icarus toss up a little food an re-chew and swallow it over and over- like 5 or 6 times, at least, in a row.

He also appears to be doing it very specifically while standing on top of my budgies' cage and looking at them.

I saw him do this yesterday too, except he didn't actually toss up any food.

He seems totally healthy otherwise. Does this sound like something to be concerned about? Has anyone experienced it? Could he be trying to make friends with my little dudes- who frequently feed each other?

I don't think you need to be concerned as he is regurgitating food, possibly he wants to feed the budgies. It's normal behavior.
