Our green cheeked conure has been burrowing under the newspaper in the cage pan. That's very new. He usually will hangout at the top of the enclosure next to his buddy thing. He seems fine, although he's not eating as much as usual

Is he puffing out his feathers? Does he look sleepy? What other behaviors is he exhibiting?
Are you sure he's a he and not a she? (Burrowing under the newspaper sounds like nesting behavior IMO)

The bird is at least 8 years old, has shown no signs of nesting or laying eggs. He has been kinda puffed up, but not extraordinarily. He's been quiet, very unusual for him, hasn't eaten or made a mess of the water, but he acts totally normal when taken from his enclosure.

How does his poop look? Normal for him?

Sounds like he needs a visit to the vet. Being puffed up and not eating isn't a good sign. The fact that he is showing these symptoms instead of being able to hide them means he needs that visit fast most likely.

Go to the vet ASAP - the delay can cost him his life.

Hmmm... I'd take him to the avian vet to rule out any illness then; birds can hide illnesses very well!

Sounds like a hormonal conure to me, although it wouldn't hurt to get a vet check, either!
