I bought a homemade manzanita perch from someone on Craigslist. It does not have holes drilled for dishes, but does have some loops for hanging toys. Do you have suggestions for attaching dishes? I'm not sure if my drill is strong enough to drill through manzanita wood.

Its hard for sure, but not that hard! A fresh high speed drill bit will go thru it. Or try stainless steel hose clamps , the ones that have the worm screw type of adjustment. Just get the smallest one that will go around the perch and the bowl attach point - you don't want a lot of the band sticking out.

What kind of cups are you trying to attach? As wrench13 stated, just about any drill, even a cheap electric screwdriver will drill through the wood if you have a new, sharp bit.

Virtually every cup you Google has a bracket meant for attaching to cage bars, not perches. I have used a bunch of these cups in various sizes and have attached them to perches either by using the included bracket by drilling a slightly undersized hole in the perch and then screwing on the bracket or by drilling a 1/4" through hole in the perch through which I insert a 1/4-20 bolt and nut and then screw the cup to that. The threads in the bottom of the cup are a standard 1/4-20.
