Blinky

Hi all,
I have been on here for many months reading all the good posts. I now have a question about my Eclectus parrot "Blinky"....
I live in a large house which has floor to roof windows and glass doors. For safety reasons I have had his wings clipped so he doesn't fly into the glass and hurt himself. He has 2 cages one inside and 1 on the deck outside which is large.
I am about to get a female for him as he is only 1 year old and feel I will need to clip the wings of the female also for the reasons above....
My question is will an Eclectus or bird in general breed if there wings are clipped??
He is a pic of him. Thanks in advance...
