How to take flight

So as some of you may know I am "teaching" Parker how to fly...as of now when I get him out of his cage with my right hand and face him towards his play area he will fly right to it...he can hover and adjust his height so as not to hit the ceiling fan(it's always off) and he is getting better at turning when he flies too far...He will not however take off from my left hand unless I give a little toss/flick motion...He also won't fly off his play area but he will flap his wings like he wants to but just doesn't let go so he ends up flipping over and hanging upside down...
My question is how do I get him to let go and take flight
I want to teach him to fly to me so I can take him outside in his harness and let him fly around

I used treats held farther and farther away. I also used her weird "phone fetish" in my favor...she HATES cellphones, and her blood boils if I talk on one, so I would parade in front of her yacking on the phone and she would fly to me and attack. :). I just kept increasing the distance. She was scared and hated flying, never learned how. She's pretty good now, I would consider fully flighted. :) nature will kick in and take over, just keep at it. :)
Ps...it's easier for him to take off from a flat surface, as they have trouble letting go of a perch. Place him on flat surfaces and make him come to you. Then he'll have the confidence to take off from anywhere. That's good of you getting him flighted, it makes such a huge difference in their health. :)

I would suggest for you to look into how to teach Parker a flighted recall - this is often under the guise of free-flight training, but I'm not advocating free-flight! I'm suggesting the beginning steps to teaching a parrot to fly!

Rather than forcing him to fly (i.e. giving him lift so he can fly to a destination), I would suggest to encourage him to. Rather than having him fly away from you, encourage him to fly *to* you.

Start with a basic step up, but use another command. If he understands how to step up, then increase the distance that he has to step up. Repeat 10 or so times. If he understands that, increase the distance so he has to use his beak to step up. Repeat 10 or so times. Then move onto where he has to hop to get to you. Repeat. Hop and a flap. Repeat. A few flaps. Repeat.

Keep expanding the distance until he's flying! The main thing is, is if he ever hesitates at any one step, go back a step until he's confident with that step before moving on again.
