question on a bird a may be getting

So Today I went to a locally owned book and coffee shop and since i had called in and asked them to put a couple parakeet books behind the counter so I can come in and get it and then we got to talking she told me about how her daughter had a bird fly into her house a year ago and it landed on her granddaughters head and it scared her so she screamed and the mom went to go see what was wrong and here was this tropical bird that had landed on the little girls head. Well they've kept it for a year now with no luck finding the owners and they really don't want it. So I had asked her to describe the bird only thing is after hearing her describe it I have no idea what it might be. From her discription the bird is about as tall as a cockatiel but with a blue and green. Well I told her I don't have a lot of money but do have a cage and set up and was wondering if her daughter would be willing to give up the bird for free as it would be going to a good home and would recieve vet care and be fed pellets as well as some veggies and fruits and an occasional egg and stuff. Well she will let me know sunday and if I get it I'll be able to get a picture up and any imput will be appreciated.
