I thought... "female cockatiel"... affectionate, pretty, not very loud... right?
Then again, yes, any bird will be heard by neighbors, especially through modern thin walls...
I might think of waiting to get a bird a while longer. Oh, and I applaud your research and pre-planning!

I got my alexandrine while in college, never had an issue, and I've only lived in apartments. A few notes:

1) If you have roommates, you must train them on how not to kill your bird.

2) Put a notice with your apartment office that they can't enter your place without notice, cause staff might mess with the bird.

3) Socialize your bird well. My bird is scared of women, but he's still socialized enough to be comfortable at a party surrounded by strangers. He went with me to tailgates, pool parties, themed parties, etc. Socializing the bird is going to be important in case someone else has to take care of your bird while you're gone.
