Does bluffing only happen when they are nearing adolescence because of their hormones? Or can it also occur during breeding season?

Bluffing is a misnomer.

IRNs have this weird finger fear. Hand raised or not, it seems to hit them as young birds. They go crazy with fear of fingers, seemingly for no reason. Because most pet owners clip the wings, the birds cannot escape, so that fear is expressed in biting. If you handle it correctly, you need never be bitten. One day it basically just ends.

Your bird may get hard to handle during breeding season, but that is not the same thing as bluffing.
