Constricted quills in primary flight feathers

I have a young CAG that was a feather chewer. She has regrown most of her feathers and and she really looks so much better. The problem I am having is that she has difficulty growing primaries on her right wing. Sometimes she will drop a feather with a constricted quill. Everything I read says this is a symptom of PBFD. My question is that could this be a symptom of something else wrong with the follicle, or is this always PBFD...Just to mention when I first got her she broke a lot of feathers at the follicle level on numerous occasions.

You should probably get a blood test done by the vet to confirm she does not have PBFD first and foremost. Once you know your bird is not in any immediate danger, then you could look into other causes. Again, your vet could help you with this.
