You sure his parents aren't around? Baby chicks (fledglings) often spend up to 2 or 3 weeks on the ground with parents nearby-- so if you picked him up, put him back where he was and keep an eye on him for a bit to see if parents return (unless it was days ago).
If it was days, parents likely aren't in the area, but you could try bringing him anyway and get out of site to see if they come around. Don't just leave him at this point, unless you just got him hours ago (because if they did end up leaving, he needed their help to survive). FYI- birds cannot smell things easily (most anyway) so if it hasn't been too long and they see him, they will likely take him back (they won't smell you and reject him), but it depends on where they are now, how long it has been, and how frightening it is for them to come get him--I mean, honestly if he is in a box or something they may be more scared to come around and if they seen you they probably won't either, so if you can watch from a distance, that would be best.
It's normal for fledglings of all sorts to be on the ground without being able to fly--parents come around and feed them, they hide places to stay clear from predators, and then they eventually learn to fly.
He has enough feathers---I imagine his parents were around.
If there is a wildlife rescue near you, or a bird sanctuary-- take him (it's super easy to feed a baby the wrong thing or the wrong way---especially not knowing what he is).
